Number of Providers Operating in Brazil Stabilizes, but with Greater Diversification and Focus on Service Quality, Survey Reveals

Releases 17 DEZ 2025

Released this Wednesday (17) by Cetic.br | NIC.br, TIC Providers 2024 brings new data on connectivity in rural areas and in the agribusiness sector

São Paulo, December 17, 2025 – The number of Internet provider companies operating in Brazil has stabilized, but the sector shows greater qualification and diversification of offered services. This is revealed by the TIC Providers 2024, launched this Wednesday (17) by the Brazilian Internet Steering Committee (CGI.br). The survey, now in its 6th edition, is conducted by the Regional Center for Studies on the Development of the Information Society (Cetic.br), a department of the Brazilian Network Information Center (NIC.br).

Conducted between September 2024 and April 2025, the survey estimated the existence of 11,853 active Internet access providers in the country, a result that showed little variation compared to 2022 (11,630). The research also identified a significant increase in the offering of other services by these companies. Highlights include voice over IP (VoIP), provided by 35% of providers (up from 23% in 2022); Internet Protocol television (IPTV), which jumped from 20% to 32%, and digital security services, whose proportion grew from 24% to 32%.

The pursuit of improvement also fueled the adoption of essential technologies for Internet infrastructure. The offering of IPv6 to customers increased, offered by 72% of providers in 2024 – an advance compared to 64% in 2022 and 40% in 2020. Participation in IX.br (Brazil Internet Exchange), the largest set of Internet Traffic Exchange Points (PTT) in the world, was reported by 34% of companies, who cited improved Internet service quality (34%) and access to content distribution networks (28%) as main reasons for joining.

“The survey identified that the scenario of accelerated expansion in the number of companies has given way to increased competition for quality and value addition. Whereas previously the focus was mainly on expanding the customer base, now the providers' approach is guided by differentiation and the ability to offer better services to users,” analyzes Alexandre Barbosa, manager of Cetic.br.

Leonardo Melo Lins, coordinator of TIC Providers, adds: “The market has reached a stage where simply offering connections is no longer sufficient. Companies now aim to provide a better user experience, which drives service diversification and investments in more robust infrastructures, such as adopting IPv6 and participating in IX.br, a NIC.br project that has helped to improve Internet speed, efficiency, resilience, and reduce costs for providers and users.”

Connectivity in Rural Areas

For the first time, the TIC Providers survey investigated serving customers in rural areas. Data reveal that two-thirds (66%) of Brazilian providers already serve this audience, predominantly in the South region (80%), and among medium (76%) and large companies (76%). The survey also shows that 4,278 providers (36%) serve agribusiness companies, notably in the Midwest (77%) and South (73%) regions.

“This segment of the study indicates the importance of connectivity for agribusiness and other economic activities outside urban centers, which also represents an opportunity for smaller companies,” asserts Barbosa.

Digital Security and Data Protection

According to TIC Providers 2024, 42% of providers had a dedicated area or person for data protection (in 2022, the proportion was 40%, indicating stability). This resource is more prevalent in large companies (85%) than among micro (37%) and small businesses (42%), highlighting a compliance challenge for smaller organizations.

In 2024, there was also an increase in the perception of denial of service attacks (DDoS), mentioned by 30% of companies in 2024 against 23% in 2022. The increase was especially noted in the Northeast region, where reported attack incidents rose from 14% to 25% in comparison between the two years.

“The data shows that as the market matures, the sophistication of threats increases. It is crucial that, especially micro and small companies, invest in security structures, data protection, and team training to protect their networks and clients,” emphasizes the study coordinator.

About the Survey

Conducted since 2011, TIC Providers aims to map the Internet provision sector in Brazil to support strategies aimed at expanding and improving connectivity quality in the country. The survey characterizes companies in terms of offered services, market presence, and technology adoption.

The data from the 6th edition were collected between September 2024 and April 2025 with 1,719 companies. To view the full survey, visit: https://cetic.br/pt/pesquisa/provedores/indicadores/.
