Developed by UNESCO and the University of Oxford, the translation of the course “AI and Digital Transformation in Government” was carried out by Cetic.br|NIC.br

São Paulo, July 2, 2026 – The Regional Center for Studies on the Development of the Information Society (Cetic.br) of the Brazilian Network Information Center (NIC.br) took part in the launch of the Portuguese version of the MOOC (Massive Open Online Course) “AI and Digital Transformation in Government”, a free online course developed by UNESCO and the University of Oxford (Saïd Business School), aimed at training civil servants and public managers to lead digital transformation in the public sector.

The course is available in English, Spanish, French, and now Portuguese, a language whose translation was conducted by Cetic.br|NIC.br. In addition to the translation, the Center contributed a case study on the Artificial Intelligence Observatory (OBIA), included in Module 4 – Governance for Trustworthy AI and Digital Systems.
Free of charge and self-paced, the MOOC already has over 30,000 enrollees from 192 countries. It was designed to equip civil servants with the skills needed to lead a responsible, ethical, and people-centered digital transformation. No technical background is required—only an interest in the topic. Upon completing the course, participants receive a certificate of completion signed by UNESCO and the University of Oxford—a highly prestigious credential for public sector professionals and researchers in the field.

The launch of the Portuguese version took place during the XI National Forum of the Partnership, Transfer, and Public Procurement Network (PARCOM 2026), in Brasília, jointly organized by Cetic.br|NIC.br and the National School of Public Administration (ENAP). The event featured a lecture by Cristina Mori, Director of Management and Governance at Dataprev and a contributor to the MOOC, as well as representatives from UNESCO Brazil, ENAP, Cetic.br|NIC.br, and the State University of Londrina (UEL).

The three Brazilian institutions—ENAP, UEL, and Cetic.br|NIC.br—are part of the SPARK-AI Alliance, an international network managed by UNESCO aimed at strengthening capacities and promoting the responsible use of Artificial Intelligence in the public sector, established in June 2025. The alliance is co-chaired by ENAP and the Mohammed Bin Rashid School of Government. Enrollments and detailed information about the course are available at: https://cetic.br/pt/capacitacao/.
