AI is present in six out of ten federal and state public agencies and reaches 94% in the Judiciary, points out ICT Government

São Paulo, July 21, 2026 - Artificial Intelligence (AI) has been incorporated into the Brazilian public sector and is already present in 59% of federal and state Brazilian agencies, according to the results of the ICT Government 2025, released today by the Brazilian Internet Steering Committee (CGI.br). This is the seventh edition of the survey, conducted by the Regional Center for Studies on the Development of the Information Society (Cetic.br), a department of the Brazilian Network Information Center (NIC.br).

The Judiciary leads in the adoption of the technology, reaching 94% of the agencies in 2025, followed by the Public Prosecutor's Office (92%), the Legislative branch (83%), and the Executive branch (55%). Among different administrative spheres, adoption is more recurrent in federal agencies (70%) than in state agencies (58%). Compared to AI, other advanced technologies are less widespread: Internet of Things (IoT) appears in 20% of federal agencies and 29% of state agencies, while Blockchain was mentioned by 25% in the federal sphere and 17% in the state.

Among the public agencies using AI, the most frequent application is the automation of workflow processes, adopted by 39% of the institutions (45% in the federal sphere and 38% in the state). For the first time, the study mapped the use of AI in Brazilian municipalities and found that 27% of them used the technology in the 12 months prior to the survey. The data reveal significant disparities according to the size of the municipality: adoption reaches 85% in cities with more than 500,000 inhabitants and 81% in capitals, while in municipalities with up to 10,000 inhabitants the percentage is 22%. This pattern is also observed in the adoption of other digital technologies that tend to be higher among municipalities of different sizes.

In municipal administrations, the most common AI applications are also process automation (14%) and text mining (12%). The municipalities reported applying these technologies mainly to improve the services provided to the population (17%), enhance internal operations (17%), support public policies and core activities (14%), and monitor the use of public resources (10%).

Generative Artificial Intelligence

This edition of the survey presents, for the first time, a broader overview of the use of generative Artificial Intelligence in the Brazilian public sector. In the federal sphere, 65% of public agencies have initiatives for using this technology in internal processes, while 29% use it in services provided directly to citizens. Regarding team support and preparation for the use of generative AI, 59% offer courses or training, 46% have contracted specific tools for work processes, and 43% have established guidelines or manuals for employees.

In the state sphere, the frequency of these initiatives tends to be lower. In these agencies, 56% use generative AI in internal processes and 28% in public services. As for training, 44% promote courses or training, 27% have hired AI solutions, and 30% have provided instructions for using the technology.

In the municipal sphere, 31% of municipalities have generative AI initiatives in internal processes, while 17% already use them in public services. On the other hand, a smaller proportion of municipalities reported offering courses or training on the use of these technologies (14%), contracting any generative AI tool for work processes (10%), or providing any guide, manual, or guidelines for employees' use of these technologies (10%).

Lack of training and other barriers

The lack of training stands out as the main barrier to AI adoption in Brazilian public organizations. This challenge was pointed out by 19% of federal agencies, 21% of state agencies, and 40% of municipalities.

In municipal administrations, managers also cited as obstacles the fact that the technology is not considered a government priority (36%), the lack of need or interest (35%), difficulties related to the availability and quality of data (35%), and high costs (34%).

Cloud computing

Investigated for the first time in the municipal sphere, cloud computing is present in part of the municipalities. One-third of them (33%) hire cloud-based email and data storage services, 26% use cloud storage of files or databases, and 23% adopt office software in this mode. Cloud processing power is the least contracted resource (17% of total municipalities).

The hiring of cloud computing services is more recurrent in federal and state agencies than in municipalities. Cloud email is used by 88% of federal institutions and 61% of state agencies. Office software in the cloud is present in 83% at the federal level and 35% at the state, while storage is contracted by 66% of federal agencies and 47% of state agencies.

Digital services monitoring

Although 83% of municipalities offer electronic invoicing and 69% provide online document issuance, only 30% of them collect usage statistics on the services they provide, and only 22% measure user satisfaction.

Monitoring is more frequent among federal agencies, where 63% collect statistical data on the use of these services, and 56% measure citizen satisfaction. In the state sphere, 47% collect usage statistics and 33% evaluate the services.

"When the government provides a digital service but doesn't monitor its use or user satisfaction over time, it loses the ability to determine if the tool meets the citizens' needs and is useful. Therefore, continuous monitoring is crucial to produce evidence that allows public digital services to be improved to reach those who need it most efficiently and effectively," assesses Manuella Maia Ribeiro, coordinator of ICT Surveys.

WhatsApp and Telegram

Instant messaging tools have consolidated as important channels of public service. In municipalities, service requests via WhatsApp or Telegram increased from 56% in 2023 to 64% in 2025, becoming the second most used contact channel by municipalities, second only to conventional telephone (83%).

In other levels of government, 39% of federal public organizations and 43% of state agencies offered mobile messaging resources in 2025.

Conducted every two years since 2013, the ICT Government survey maps the incorporation of technologies in the Brazilian public sector and their use for providing public services. Additionally, the study investigates the existence of initiatives for access to information and society participation in public entities' activities through technologies.

The survey has two units of analysis: federal and state public agencies of the Executive, Legislative, Judiciary, and Public Prosecutor’s Office; and municipalities.
